Accelerated Payments for Small Businesses Act of 2019

Introduced April 15, 2019

AI-Generated Summary

Updated April 14, 2026 at 4:19 AM UTC

The Accelerated Payments for Small Businesses Act of 2019 changes the federal Prompt Payment rules so that agencies can require faster payment—aiming for 15 days after a correct invoice—for contracts involving small‑business prime contractors. It also extends the same fast‑payment requirement to small‑business subcontractors when the prime contractor agrees, ensuring they receive payment promptly and without additional charges.

Key Provisions

  • Amends the Prompt Payment Act to let agency heads set an accelerated payment deadline of 15 days after a proper invoice is received for contracts where the prime contractor is a small business.
  • Requires prime contractors that subcontract to small‑business concerns to also set a 15‑day payment deadline for those subcontractors, and to pay them on that schedule without charging extra fees, if the contract does not already specify a payment date.
