Introduced May 2, 2019

AI-Generated Summary

Updated April 14, 2026 at 4:35 AM UTC

The West Coast Ocean Protection Act of 2019 would change federal law to permanently ban offshore oil and gas leasing on the outer Continental Shelf off California, Oregon, and Washington. It amends the Outer Continental Shelf Lands Act so that the Interior Department cannot issue any new leases for exploration, development, or production of oil or natural gas in those waters. The bill affects future offshore drilling projects and the companies that might seek leases in the Pacific Northwest.

Key Provisions

  • Adds a new subsection to the Outer Continental Shelf Lands Act that explicitly prohibits the Secretary of the Interior from issuing any oil or gas leases in the offshore areas of California, Oregon, and Washington.
  • The prohibition applies regardless of any other law or provision, making the ban permanent and absolute for those states.
