The bill grants Alfredo Plascencia Lopez the ability to obtain a U.S. immigrant visa or adjust his status to lawful permanent resident, even though he does not meet the usual eligibility rules. It sets a two‑year window for filing the required applications and fees, and requires him to enter the U.S. before a specified deadline to be treated as lawfully present. The legislation also directs that one immigrant visa be removed from the annual quota for his country of birth.

Key Provisions

  • Allows Lopez to apply for an immigrant visa or adjust to permanent residence despite the normal restrictions in the Immigration and Nationality Act.
  • If he enters the U.S. before the deadline, he is considered lawfully present and can adjust status as of the bill’s enactment date.
  • He must file the visa or adjustment application and pay the fees within two years of the bill becoming law.
  • The State Department must reduce the total immigrant visas available to natives of Lopez’s birth country by one for the current or next fiscal year.
