Introduced March 14, 2019

AI-Generated Summary

Updated April 14, 2026 at 2:59 AM UTC

The bill changes the Social Security Act so that two independent advisory bodies – the Medicare Payment Advisory Commission (MedPAC) and the Medicaid and CHIP Payment and Access Commission (MACPAC) – can receive detailed information about drug payments and rebates. This data is meant to help the commissions monitor, analyze, and make recommendations about Medicare Part D and Medicaid drug programs. The bill also sets strict limits on what the commissions can publicly share, protecting confidential pricing and rebate details.

Key Provisions

  • Amends the law to let the executive directors of MedPAC and MACPAC access Medicare Part D payment data for monitoring and analysis of the program.
  • Adds confidentiality rules that prevent the commissions from disclosing specific rebate amounts, the sources of rebates, bid information, or prescription‑drug‑event data that is otherwise restricted.
  • Extends similar access to Medicaid and CHIP drug‑payment and rebate information, again prohibiting the disclosure of manufacturer or wholesaler identities or pricing details.
