National Forest Restoration and Remediation Act

Introduced July 16, 2021

AI-Generated Summary

Updated February 8, 2026 at 5:21 AM UTC

The National Forest Restoration and Remediation Act changes the 1958 Forest Service law so that money the federal government collects from activities on National Forest lands—such as assessments, improvements, protection, restoration, or rehabilitation—must be invested in Treasury interest‑bearing obligations. Any interest earned on those investments is appropriated to cover forest restoration and related costs. The Treasury must include proposed uses of these funds in the President’s annual budget, and any surplus can be applied to other forest work.

Key Provisions

  • Amends Section 7 of the 1958 Act to add “assessment” and “restoration” to the types of activities that generate collectible funds.
  • Requires the Secretary of the Treasury to invest collected monies in U.S. interest‑bearing obligations unless needed for current withdrawals.
  • Designates interest earned on those investments as available to pay for forest restoration, protection, and rehabilitation costs.
  • Mandates that the Treasury report the proposed use of these funds in the budget materials submitted for the President’s annual budget request.
  • Allows any excess funds—beyond what is needed for the specific action that generated them—to be used for other forest‑related work.
