The Isolate Russian Government Officials Act of 2022 directs the United States to prevent officials of the Russian Federation from taking part in meetings and activities of several major international financial and economic organizations, including the G20, the Bank for International Settlements, the Basel Committee, the Financial Stability Board, the International Association of Insurance Supervisors, and the International Organization of Securities Commissions. The exclusion applies for up to five years or until the President reports that Russia has stopped its destabilizing actions in Ukraine, whichever occurs first, and the President may waive the rule if it is in the national interest.

Key Provisions

  • U.S. policy to exclude Russian government officials, as far as practicable, from participation in the G20, Bank for International Settlements, Basel Committee for Banking Standards, Financial Stability Board, International Association of Insurance Supervisors, and International Organization of Securities Commissions.
  • The Treasury Secretary, the Federal Reserve Board of Governors, and the Securities and Exchange Commission are instructed to take all necessary steps to implement the exclusion.
  • The exclusion ends on the earlier of five years after enactment or 30 days after the President reports that Russia has ceased destabilizing activities against Ukraine’s sovereignty and territorial integrity.
  • The President may waive the exclusion by reporting to Congress that the waiver is in the United States’ national interest and providing an explanation.
