Ms. Schrier (for herself and Mrs. Miller-Meeks) introduced the following bill; which was referred to the Committee on Energy and Commerce

A BILL

To amend the Public Health Service Act to reauthorize the pediatric mental health care access grant program, and for other purposes.

1.

Short title

This Act may be cited as the Supporting Children’s Mental Health Care Access Act of 2022.

2.

Pediatric mental health care access grants

Section 330M of the Public Health Service Act (42 U.S.C. 254c–19) is amended—

(1)

in the section enumerator, by striking 330M and inserting 330M.;

(2)

in subsection (a)—

(A)

by striking Indian tribes and tribal organizations and inserting Indian Tribes and Tribal organizations; and

(B)

by inserting or, in the case of a State that does not submit an application, a nonprofit entity that has the support of the State after 450b));

(3)

in subsection (b)—

(A)

in paragraph (1)—

(i)

in subparagraph (G), by inserting developmental-behavioral pediatricians, after adolescent psychiatrists,;

(ii)

in subparagraph (H), by striking ; and at the end and inserting a semicolon;

(iii)

by redesignating subparagraph (I) as subparagraph (J); and

(iv)

by inserting after subparagraph (H) the following:

(I)

maintain an up-to-date list of community-based supports for children with mental health problems; and

;

(B)

by redesignating paragraph (2) as paragraph (3);

(C)

by inserting after paragraph (1) the following:

Support to schools and emergency departments

In addition to the required activities specified in paragraph (1), a statewide or regional network of pediatric mental health teams referred to in subsection (a), with respect to which a grant under such subsection may be used, may provide support to schools and emergency departments.

(D)

in paragraph (3), as redesignated by subparagraph (B), by inserting Such a team may include a developmental-behavioral pediatrician. after mental health counselor.;

(4)

in subsections (c), (d), and (f), by striking Indian tribe, or tribal organization each place it appears and inserting Indian Tribe, Tribal organization, or nonprofit entity; and

(5)

by striking subsection (g) and inserting the following:

(g)

Technical assistance

The Secretary shall award grants or contracts to one or more eligible entities (as defined by the Secretary) for the purposes of providing technical assistance and evaluation support to grantees under subsection (a).

(h)

Authorization of appropriations

To carry out this section, there are authorized to be appropriated—

(1)

$14,000,000 for each of fiscal years 2023 through 2025; and

(2)

$30,000,000 for each of fiscal years 2026 through 2027.

3.

Infant and early childhood mental health promotion, intervention, and treatment

Section 399Z–2(f) of the Public Health Service Act (42 U.S.C. 280h–6(f)) is amended by striking $20,000,000 for the period of fiscal years 2018 through 2022 and inserting $50,000,000 for the period of fiscal years 2023 through 2027.
