A BILL

To require the Federal Energy Regulatory Commission, the Department of Energy, and the Electric Reliability Organization to jointly submit to Congress the results of a study on the need for, and feasibility of, establishing or modifying a reliability standard to ensure the reliable operation of thermoelectric power plants during droughts, and for other purposes.

Short title

This Act may be cited as the Grid Resilience Act.

Study

(a)

In general

Not later than 1 year after the date of enactment of this section, the Federal Energy Regulatory Commission, the Department of Energy, and the Electric Reliability Organization shall jointly—

(1)

conduct a study on the need for, and feasibility of, establishing or modifying a reliability standard to ensure the reliable operation of thermoelectric power plants during droughts; and

(2)

submit to the appropriate committees of Congress the results of such study.

(b)

Definitions

In this section:

(1)

Appropriate committees of Congress

The term appropriate committees of Congress means—

(A)

the Committee on Energy and Commerce of the House of Representatives; and

(B)

the Committee on Energy and Natural Resources of the Senate.

(2)

Electric Reliability Organization; reliability standard

The terms Electric Reliability Organization and reliability standard have the meanings given such terms in section 215(a) of the Federal Power Act (16 U.S.C. 824o(a)).
