The LIHEAP Act modifies the income eligibility rules for the Low‑Income Home Energy Assistance Program for fiscal years 2023 and 2024. It lets each state use its LIHEAP grant money to help households whose income is up to 75 % of the state’s median income, instead of the lower limit previously required. This change expands assistance to more low‑income families needing help with heating, cooling, and energy costs.

Key Provisions

  • States may use LIHEAP grant funds in FY 2023 and FY 2024 to provide payments to households earning no more than 75 % of the state median income.
  • The rule applies to payments made under the existing LIHEAP statutory provisions and follows the definitions already set for “state,” “state median income,” and “household.”
