America Grows Act of 2021

Introduced April 26, 2021

AI-Generated Summary

Updated February 8, 2026 at 2:14 AM UTC

The America Grows Act of 2021 directs higher, ongoing federal funding for key USDA research agencies. It sets the FY2022 budget at 105% of FY2021 levels plus inflation, continues similar increases through FY2031, and then adjusts only for inflation thereafter. The law also shields these funds from automatic spending cuts (sequestration).

Key Provisions

  • FY2022 funding for each listed agency is set at 105% of FY2021 new budget authority, plus any CPI inflation increase.
  • For FY2023‑FY2031, each year’s funding equals 105% of the previous year’s amount, plus that year’s CPI inflation increase.
  • From FY2032 onward, funding is the prior year’s amount adjusted only for CPI inflation (no 105% boost).
  • The funding applies to the Agricultural Research Service, Economic Research Service, National Agricultural Statistics Service, and National Institute of Food and Agriculture.
  • Appropriations under this Act are exempt from sequestration orders under the Balanced Budget and Emergency Deficit Control Act.
  • The Act’s budget effects are excluded from both statutory and Senate PAYGO scorecards.
