Updated January 20, 2026 at 4:14 AM UTC

The Major Richard Star Act amends Title 10 of the U.S. Code to let certain military disability retirees with fewer than 20 years of service receive both veterans’ disability compensation and their retired pay or combat‑related special compensation without a reduction. It updates the language and headings in the relevant sections to reflect this concurrent‑receipt eligibility and removes the previous phase‑in restrictions. The changes take effect the first month after the law is enacted and apply to payments thereafter.

Key Provisions

  • Allows Chapter 61 disability retirees with under 20 years of service who are eligible for combat‑related special compensation to keep full retired pay while also receiving veterans’ disability compensation.
  • Updates the heading and table entry for section 1414 to reflect the new concurrent‑receipt eligibility.
  • Eliminates prior phase‑in language and redesignates subsections to streamline the rules on concurrent receipt.
  • Effective date set to the first month after enactment, applying to all qualifying payments thereafter.
