The bill amends the Frank LoBiondo Coast Guard Authorization Act of 2018 to require the Coast Guard to share specific water‑quality data about ballast‑water management systems. It directs the Commandant to provide, upon request by any state, the District of Columbia, or U.S. territory, data on both pre‑ and post‑treatment water quality and biological organism concentrations for systems that have a type‑approval certificate. This change helps state and local officials obtain information needed for environmental monitoring and regulation of ballast water discharges.

Key Provisions

  • Adds a new Section 904 that obligates the Commandant of the Coast Guard to furnish, when requested by a state, D.C., or territory, all data the Coast Guard holds on challenge water quality characteristics, challenge biological organism concentrations, post‑treatment water quality characteristics, and post‑treatment biological organism concentrations for ballast‑water management systems with a type‑approval certificate.
  • Amends the table of contents of the 2018 Coast Guard Authorization Act to insert the new Section 904 entry.
