The MOBILE Act directs the Department of Transportation to have the FAA create rules that improve air travel for people using powered, manual wheelchairs or scooters. The bill affects airlines, foreign carriers, wheelchair users, and related industry stakeholders.

Key Provisions

  • Within one year, airlines must post cargo‑hold dimensions on their websites and offer refunds to passengers whose wheelchair cannot be accommodated in the cargo hold.
  • Within six months and then annually, the Secretary must evaluate and publicly report data on wheelchair mishandling, delays, or loss, and identify any fraud.
  • A strategic roadmap must be issued to research and test in‑cabin wheelchair restraint systems and assess demand for wheelchair seating in the cabin.
  • If technically feasible, a study must assess the economic, safety, and operational impacts of installing wheelchair seating in the main cabin, with a public report of findings.
  • Appropriations are authorized as needed to carry out these actions.
