Encouraging Success Act

Introduced December 5, 2023

AI-Generated Summary

Updated January 20, 2026 at 1:26 PM UTC

The Encouraging Success Act changes the Small Business Act so the Small Business Administration must regularly review the asset and net‑worth limits that define an economically disadvantaged individual for the 8(a) program. The goal is to keep those limits in line with economic changes such as inflation. This affects small‑business owners who rely on 8(a) assistance and the SBA that administers the program.

Key Provisions

  • The SBA Administrator must assess and, if needed, revise the maximum asset and net‑worth thresholds within one year of the law’s enactment and at least every four years thereafter.
  • Each revision must be made through a rulemaking process that includes public notice and comment.
  • The Administrator should coordinate these revisions with related activities under the Small Business Jobs Act of 2010 where practicable.
  • No additional funding is provided to carry out these requirements.
