The bill reauthorizes the Junior Duck Stamp Conservation and Design Program, which runs a youth art contest that supports waterfowl habitat conservation. It updates the program’s definition of “State” for certain U.S. territories and raises the funding authorized for the program through 2030. The changes affect the program’s administration and the amount of money available for conservation projects and contest prizes.

Key Provisions

  • Amends the definition of “State” by adding the word “and” after “Guam” and removing the phrase “and any other territory or possession” after “Virgin Islands.”
  • Increases the total program appropriation to $550,000 for fiscal years 2024 through 2030, up from $350,000.
  • Raises specific funding allocations within the program: $200,000 replaces $100,000 in one sub‑allocation, and $350,000 replaces $250,000 in another.
