AI-Generated Summary

The Value Over Cost Act amends federal procurement laws in title 41 (civilian agencies) and title 10 (the Department of Defense) to require that orders and contracts under the multiple award schedule program aim for the lowest overall cost, or, when the General Services Administration Administrator determines it necessary, to pursue a best‑value outcome as defined in FAR 15.101. This change directs how federal agencies acquire goods and services, emphasizing cost efficiency or best‑value when appropriate.

Key Provisions

  • Amends the procurement language to require contracts under the multiple award schedule to result in the lowest overall cost alternative.
  • Allows the GSA Administrator to require a best‑value approach when it promotes the Federal Government’s interests, referencing FAR 15.101.
  • Applies the same best‑value or lowest‑cost requirement to Department of Defense contracts by updating the corresponding provision in title 10.
