The Health Equity for People with Disabilities Act amends the Public Health Service Act to explicitly include people with disabilities in federal health‑equity programs. It adds language that these programs must provide accessible health services and consider disability barriers. The bill also adopts the ADA definition of disability, affecting any health initiatives funded under section 330 of the Act.

Key Provisions

  • Adds “including people with disabilities” to the list of populations targeted for health‑equity assistance, such as public housing and medically underserved groups.
  • Defines “disability” by reference to the Americans with Disabilities Act of 1990.
  • Requires that health services be accessible, including the provision of communication devices, aids, or services to meet disability accessibility needs.
  • Expands eligibility language to cover people with disabilities who are homeless or at risk of homelessness, and to address barriers to care in their communities.
  • Clarifies that the amendments do not change existing funding levels but ensure disability inclusion in existing programs.
