AI-Generated Summary

Updated January 20, 2026 at 7:43 AM UTC

The bill orders the Secretary of the Interior to transfer ownership of the Pilot Butte Power Plant in Wyoming to the Midvale Irrigation District. It sets up a process for the federal government and the district to negotiate the terms of the transfer and requires the district to operate the plant under existing laws. The change mainly affects the Midvale Irrigation District and the federal agencies that currently own the plant.

Key Provisions

  • The Secretary must begin good‑faith negotiations with the district within two years to agree on legal, institutional, and financial terms for the conveyance.
  • The Secretary will offer to convey all federal title to the power plant and its land, subject to existing leases, permits, easements, and the negotiated agreement.
  • Once transferred, the plant will no longer be part of a federal reclamation project, and the district must comply with all applicable federal, state, and local regulations.
  • If the transfer isn’t completed within one year of enactment, the Secretary must report to the relevant congressional committees on the status, obstacles, and expected completion date.
