AI-Generated Summary

Updated January 20, 2026 at 9:02 AM UTC

The bill amends the Sloan Canyon National Conservation Area Act to expand the conservation area’s boundary and to allow a new water pipeline right‑of‑way. It increases the area’s size and authorizes the Southern Nevada Water Authority to build and operate the Horizon Lateral Pipeline, subject to environmental safeguards. The changes affect the federal lands within the Sloan Canyon area and the water authority’s pipeline project.

Key Provisions

  • Updates the official map and raises the conservation area’s acreage from 48,438 to 57,728 acres.
  • Adds a new subsection granting the Southern Nevada Water Authority a rent‑free temporary and permanent right‑of‑way for the Horizon Lateral Pipeline, including related powerline, facility, and access road corridors.
  • Allows the Authority to excavate and dispose of sand, gravel, minerals, or other materials from pipeline tunneling, with a required memorandum of understanding for disposal sites.
  • Sets conditions that the Secretary may impose to protect conservation resources, prohibits permanent adverse impacts to surface resources, and bars the pipeline from crossing designated wilderness areas.
  • Preserves existing utility transmission corridors and rights‑of‑way, ensuring ongoing utility activities and permitting new utility corridors under NEPA and other applicable laws.
