The Service Members Are Ready To Save (SMART) Act of 2024 updates the Department of Defense’s financial‑literacy program for enlisted personnel. It expands the training to cover service members up to the E‑6 grade, introduces a standardized curriculum focused on real proficiency, and makes the training more accessible to service members and their spouses. The bill also adds mandatory retirement‑related information and requires the Defense Secretary to report on the program’s effectiveness.

Key Provisions

  • Raises the highest enlisted grade covered by the training from E‑4 to E‑6.
  • Requires a uniform curriculum across all services that emphasizes true financial‑literacy skills, follows best practices from the Financial Literacy Education Commission, and addresses the needs of service members and their families.
  • Mandates that training be delivered by qualified financial‑services counselors, in person with fewer than 100 attendees, one‑on‑one, or via computer‑based methods only when other options are impractical.
  • Ensures spouses can attend in‑person classes or receive equivalent online training, and that members are informed how spouses can access the material.
  • Requires all training materials to be written in language understandable to the average enlisted member.
  • Adds a new requirement that each training session provide retirement forms, guidance on finding more information, and contact details for personal financial counselors.
  • Orders the Secretary of Defense to submit a report on the program’s effectiveness within three years and a follow‑up report within six years.
  • Allows the Secretary of Defense to issue regulations needed to implement these changes.
