The Higher Education Grant Flexibility Act changes how federal grant programs treat students with disabilities who take a reduced course load. It allows a reduced load (or at least five credits) approved as a reasonable accommodation to count as full‑time when calculating cost‑of‑attendance for Pell Grants, Supplemental Educational Opportunity Grants, and TEACH Grants. This adjustment affects the grant eligibility and award amounts for those students and teacher‑candidate recipients.

Key Provisions

  • Amends the Pell Grant rule so that a student with a disability approved for a reduced course load is considered full‑time for cost‑of‑attendance calculations, and the usual 472(b) limitation does not apply to them.
  • Extends the same full‑time treatment to Federal Supplemental Educational Opportunity Grants for students with disabilities on approved reduced loads.
  • Adds a provision for teacher candidates with disabilities receiving TEACH Grants, treating their reduced course load as full‑time for grant calculations, and excludes them from the 472(b) limitation.
