The STORMWATER Act extends and updates the federal program that supports Centers of Excellence for stormwater control infrastructure technologies. It sets the program to run through fiscal years 2027‑2031, fixes the number of centers at five, and requires one of those centers to focus on the Great Lakes region. The changes affect the agencies that manage the program and the research institutions that will receive the funding.

Key Provisions

  • The program will have exactly five Centers of Excellence, rather than a range of three to five.
  • One of the five centers must be located in the Great Lakes region and concentrate on stormwater issues there.
  • The authorization period for the centers is extended from FY2022‑FY2026 to FY2027‑FY2031.
  • Appropriations for the program are also shifted to cover FY2027‑FY2031, matching the new authorization period.
