The Veterans Housing Opportunity Act would let the HUD secretary start a pilot program that takes back (recaptures) HUD‑VASH rental vouchers that public housing agencies aren’t using enough and moves them to veterans who are homeless or at risk of homelessness. The program would run for up to five years and requires a report to Congress on its results.

Key Provisions

  • Within one year, HUD must create the “HUD‑VASH National Pool Pilot Program” in coordination with the Veterans Affairs secretary.
  • HUD will identify public housing agencies that consistently have unused HUD‑VASH vouchers, notify them, give them a set period to use the vouchers, and then may recapture and reallocate those vouchers.
  • Reallocated vouchers must be offered to homeless veterans or those at risk of homelessness, as determined by HUD.
  • HUD must submit a report to Congress within three years detailing voucher use, veteran housing outcomes, and whether the pilot improved efficiency.
  • The pilot program ends five years after enactment, but any veteran who receives a voucher under the program keeps it under the regular HUD‑VASH rules.
