The Grant Responsibility and Accountability for Numerical Transparency Reform Act of 2026 requires the Government Accountability Office to produce yearly, publicly‑accessible reports detailing every federal grant awarded in the previous fiscal year. It also obligates grant recipients to submit post‑project reports with financial and performance data, and bars non‑compliant entities from receiving future grants. The law directs the OMB to provide guidance on these new reporting rules.

Key Provisions

  • The Comptroller General must publish an annual, publicly‑available report on all federal grants from the prior fiscal year, listing each grant’s name, purpose, amount, recipient, and project description.
  • Grant recipients must file a detailed report with the Comptroller General within three months after a project ends, covering salaries paid, subcontractor payments, administrative costs, any unspent funds, and any additional data the OMB Director requires.
  • If a recipient fails to submit the required report, it becomes ineligible for any future federal grants until it complies.
  • The Comptroller General must also compile the recipients’ reports into a second annual report to the relevant congressional committees.
  • The Director of the Office of Management and Budget must issue guidance on these reporting requirements and notify grant recipients of their obligations within three months of the law’s enactment.
