H.R. 10325 would raise the required contribution that Federal Home Loan Banks must make to the Affordable Housing Program. It changes the law so that beginning in 2026 each bank must give either 15% of its prior‑year net income or enough to ensure the total contributions from all banks reach at least $100 million annually. The bill affects all Federal Home Loan Banks and the affordable‑housing projects they help fund.

Key Provisions

  • Amends the Federal Home Loan Bank Act to replace the phrase “In 1995, and subsequent years” with “In 1995 through 2025,” clarifying the historic contribution period.
  • Adds a new requirement that, for 2026 and each year thereafter, each bank must contribute 15% of its previous year’s net income, or a prorated amount, to guarantee that the combined annual contribution from all banks is no less than $100 million.
