Introduced September 10, 2026

AI-Generated Summary

Updated September 15, 2026 at 8:09 PM UTC

The American Seafood Competitiveness Act of 2026 amends the Consolidated Farm and Rural Development Act to let the U.S. Department of Agriculture provide loans, grants, and technical assistance to commercial fishing and fish‑processing businesses. It expands the definitions of “farmer,” “farm,” and related terms to include fishing vessels and processing facilities, and adds new eligibility rules for USDA credit programs. The bill also allows certain service providers to receive Farm Credit assistance and directs the USDA to work with NOAA and other agencies to support the seafood sector.

Key Provisions

  • Adds “commercial fishing” and “fish processing” to the legal definitions of farmer, farm, and related terms, so fishing vessels and processing facilities qualify for USDA programs.
  • Allows USDA farm ownership and operating loans to be used by commercial fishers to buy permits, vessels, and make capital improvements, and by fish processors to acquire or upgrade processing facilities.
  • Expands the Local Agriculture Market Program to include wild‑caught fish and permits domestic seafood marketing, and lets the USDA waive matching‑fund requirements for fishing and processing grant recipients.
  • Requires the USDA Secretary to provide outreach, technical assistance, and coordination with NOAA and other agencies to integrate the fishing industry into USDA programs within one year.
  • Amends the Farm Credit Act so that farm credit banks and production credit associations can extend credit to businesses that provide services directly to producers or harvesters of aquatic products.
