A BILL

To require the Secretary of Health and Human Services to continue the Part D Premium Stabilization Demonstration under the Medicare program.

1.

Short title

This Act may be cited as the Affordable Premiums for Seniors Act of 2026.

Continuation of the Part D Premium Stabilization Demonstration under the Medicare program

(a)

2027 through 2029

Notwithstanding any other provision of law, the Secretary of Health and Human Services (in this section referred to as the Secretary) shall continue in effect the Part D Premium Stabilization Demonstration (as described in the announcement issued by the Centers for Medicare & Medicaid Services on July 29, 2024) conducted pursuant to section 402 of the Social Security Amendments of 1967 (42 U.S.C. 1395b–1) for 2027, 2028, and 2029 in a manner substantially similar to the manner in which such program was conducted in 2026.

(b)

2030 and subsequent years

Notwithstanding any other provision of law, the Secretary shall continue in effect the demonstration described in subsection (a) for 2030 and each subsequent year in the manner described in such subsection unless the Secretary determines that termination of such demonstration will not result in an increase in premiums for individuals enrolled under a prescription drug plan under part D of title XVIII (42 U.S.C. 1395w–101 et seq.).

(c)

Guidance

Not later than 30 days after the date of the enactment of this Act, the Secretary shall issue revised guidance establishing the parameters under which the demonstration described in subsection (a) shall operate for 2027.
