Empower Energy Exporting Communities Act

Introduced September 16, 2026

AI-Generated Summary

Updated September 22, 2026 at 11:51 AM UTC

The Empower Energy Exporting Communities Act would add a new section to the Internal Revenue Code to create an Oil and Gas Community Trust Fund. The fund is financed by a 3% share of net revenues that the Treasury receives from oil and gas companies whose main business is producing, refining, processing, transporting, or distributing oil and gas. Money from the fund can be used to pay for infrastructure and public‑service projects in localities that are close to major oil and gas export ports.

Key Provisions

  • Creates the Oil and Gas Community Trust Fund within the Treasury.
  • Funds the trust with 3% of net revenues collected from specified oil and gas companies for tax years after enactment.
  • Defines “specified oil and gas company” as any corporation whose large share of gross receipts comes from oil and gas production, refining, processing, transportation, or distribution.
  • Allows the Secretary to spend trust money on eligible communities without additional appropriations or fiscal‑year limits.
  • Designates eligible communities as counties, parishes, municipalities, or tribal areas within 50 miles of a major oil or gas export port.
  • Limits annual payments to each port region so they reflect that region’s share of total national oil and gas exports.
