Justice for Veterans and Victims of Terrorism Act of 2026

Introduced September 17, 2026

AI-Generated Summary

Updated September 24, 2026 at 8:41 AM UTC

The Justice for Veterans and Victims of Terrorism Act of 2026 directs the Comptroller General to examine whether the terrorism exception in the Foreign Sovereign Immunities Act should be broadened to cover people who were injured—physically or psychologically—in terrorist attacks that did not result in death. The study will estimate how many additional victims, including veterans, would qualify for compensation, what extra funding would be needed, and what changes to the law would be required. It also requires detailed reporting on various government forfeiture and penalty funds related to terrorism and related offenses.

Key Provisions

  • A report must be completed by Dec. 31, 2028 covering the impact of expanding FSIA’s terrorism exception to include victims of attempted killings or assaults, including psychiatric injuries.
  • The report will estimate the number of new eligible individuals and the additional funding required for any compensation program.
  • It will recommend specific legislative amendments needed to implement the expanded eligibility.
  • The study must list all funds and net proceeds from property sales, forfeitures, or penalties since Dec. 18, 2015 that stem from violations of the International Emergency Economic Powers Act, the Trading with the Enemy Act, offenses involving state sponsors of terrorism, and any cases exceeding $5 million, including details of the source and amounts.
  • An accounting of any interest earned on those criminal or civil penalties must also be included.
