The Paperwork Reduction Modernization Act of 2026 updates the federal paperwork reduction law to make agencies more proactive about cutting down the paperwork burden on the public. It adds new duties for agencies to evaluate less‑burdensome ways to collect data, such as using existing data, electronic tools, or statistical sampling, and to choose the least burdensome method. It also requires a regular review of all information collections to eliminate unnecessary, overly burdensome, or duplicate requests. The changes affect all federal agencies and anyone who must provide information to them.

Key Provisions

  • Agencies must evaluate alternatives that could reduce the burden on respondents, including using existing data, electronic collection, and statistical sampling.
  • When selecting a collection method, agencies must choose the least burdensome option supported by that evaluation.
  • The Director must, 18 months after enactment and then every three years, require each agency to review its information collections and identify any that are unnecessary, could be modified to reduce burden, or duplicate another agency’s collection.
