Home Accessibility Improvements Inclusion Act

Introduced September 24, 2026

AI-Generated Summary

Updated September 28, 2026 at 1:02 PM UTC

The Home Accessibility Improvements Inclusion Act amends the National Housing Act so that the Rehabilitation Mortgage Insurance (203(k)) program can cover home modifications that improve accessibility for people with disabilities. It expands the types of improvements that can be financed, such as zero‑step entrances, wider doorways, lever handles, accessible bathrooms, and reinforced walls for grab bars. The changes affect homeowners, lenders, and the Department of Housing and Urban Development (HUD) by allowing these upgrades to be included in mortgage insurance eligibility.

Key Provisions

  • Amends Section 203(k)(2)(B) to add accessibility improvements—like zero‑step entrances, wider doorways, lever handles, accessible main‑level bathrooms, reinforced walls for grab bars, and other features meeting recognized accessibility standards—as eligible expenses under the Rehabilitation Mortgage Insurance Program.
  • Requires HUD, within one year, to update program guidance to reflect the new eligibility, create training for consultants and appraisers on valuing these improvements, and submit a congressional report on how the program is used for accessibility upgrades.
