The PROMISE for Small Businesses Act changes the Small Business Act to make the Small Business Administration (SBA) Administrator more actively monitor federal subcontracting plans. It requires the Administrator to review at least 10% of a agency’s contracts each fiscal year for compliance with those plans and to report the findings. The bill affects federal agencies, contractors, and small businesses that rely on subcontracting opportunities.

Key Provisions

  • The SBA Administrator must evaluate no fewer than 10% of all federal contracts each fiscal year to check if contractors are following required subcontracting plans.
  • The reviews must cover a variety of contract types and subcontracting plans to ensure broad oversight.
  • The SBA must include in its annual report a breakdown, by agency, of how well contractors complied with subcontracting plans, how many compliance reviews were done, and any additional actions taken to address non‑compliance.
