Voter Vouching Transparency Act

To require States to submit a report regarding the role of voter vouchers in registrations to vote in elections for Federal office, and for other purposes.

Introduced September 28, 2026

AI-Generated Summary

Updated October 2, 2026 at 5:22 AM UTC

The Voter Vouching Transparency Act would require any state that lets a person register to vote for federal elections using a voter voucher to send a detailed report to the Election Assistance Commission after each federal general election. The report would give aggregate numbers about how many people registered with vouchers, how many vouchers were used, how many registrations each voucher covered, and why any voucher‑based registrations were rejected. The data must exclude any personal identifying information and would be made publicly available for about two years.

Key Provisions

  • States using voter vouchers must submit a post‑election report to the Election Assistance Commission covering the period since the previous federal general election.
  • The report must include total voucher‑based registrations, total number of vouchers, the number of registrations per voucher, and counts of rejected registrations with reasons, if the state tracks them.
  • Reports cannot contain personal identifiers such as names, addresses, voter IDs, phone numbers, signatures, or birth dates.
  • The Commission may allow reports to be filed through its existing Election Administration and Voting Survey and must publish each report for 22 months after receipt.
  • The bill defines a “voter voucher” as an individual authorized by state law to attest to another person’s identity or residence for voter registration purposes.
