  • Artifacts to be collected include signage from Executive Order 14416, self‑portrait banners displayed by federal agencies, media images, personal narratives of opponents, and any other historically significant materials.
  • The exhibit must include a sign explaining the museum’s purpose and referencing historical episodes of authoritarianism.
  • The Department of the Interior, via the National Park Service, must remove any unauthorized signage on museum walkways and, if such signs remain, post a counter‑sign with a detailed disclaimer linking it to the exhibit.

H. R. 10765

IN THE HOUSE OF REPRESENTATIVES

October 6, 2026

Mr. Raskin introduced the following bill; which was referred to the Committee on House Administration, and in addition to the Committee on Natural Resources, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned

A BILL

To direct the Secretary of the Smithsonian Institution to collect, preserve, and display in a permanent exhibition in the National Museum of American History artifacts reflecting the rise of governmental propaganda, corruption, and authoritarianism due to the two Presidencies of Donald J. Trump from January 20, 2017, through January 20, 2021, and January 20, 2025, through January 20, 2029, and for other purposes.

1.

Short title

This Act may be cited as the Preserving and Remembering the History of Trump and other Tyrants Act.

2.

Collection of certain artifacts relating to presidency of Donald J. Trump

(a)

In general

The Secretary of the Smithsonian Institution shall collect, preserve, and display in the National Museum of American History artifacts reflecting the rise of governmental propaganda, corruption, and authoritarianism due to the two Presidencies of Donald J. Trump from January 20, 2017, through January 20, 2021, and January 20, 2025, through January 20, 2029, to be included in a permanent exhibition devoted to the American struggle against authoritarianism, monarchy and autocracy in all their forms over the course of American history.

(b)

Types of artifacts

In carrying out subsection (a), the Secretary of the Smithsonian Institution shall consider collecting and preserving—

(1)

all artifacts relating to the Secretary of the Interior’s implementation of Executive Order 14416, titled Restoring Trust in the Smithsonian Institution, including all signage that was hung or installed by the Department of Interior after the Executive Order was published on July 24, 2026;

(2)

all self-portrait banners hung outside of Federal agencies during the period of January 20, 2025, through January 20, 2029, and any artifacts related to the President’s narcissistic self-worship and propagandistic assault on American history and American democracy;

(3)

still and video images made by private individuals and the media;

(4)

personal narratives of American citizens who resisted and opposed the rise in authoritarianism gripping the United States; and

(5)

other artifacts, recordings, and testimonials that the Secretary of the Smithsonian Institution determines have lasting historical significance during this time period.

(c)

Accompanying signage

The permanent exhibition described in subsection (a) shall be accompanied by a sign that reads: Donald Trump ordered the installation of these signs without any Congressional authorization as required by the Constitution. The 119th Congress passed legislation authorizing this exhibit and insisted that this twice-impeached President’s actions be studied by future generations as the kind of authoritarian reaction to democracy that the American people have fought to overcome throughout our history. Use this exhibit to learn more about Know-Nothingism, white supremacy, the Lost Cause romance with slavery and the Confederacy, McCarthyism, Trump’s Big Lie and attack on the 2020 presidential election, and the heroic Americans and movements that opposed and defeated these and other episodes of authoritarian fanaticism..

(d)

Signage outside Smithsonian

(1)

In general

The Secretary of the Interior, acting through the Director of the National Park Service (NPS), shall remove any signage along the NPS-maintained sidewalks and walkways used by the public to access the Museum, posted without Congressional authorization pursuant to Executive Order 14416 (July 24, 2026).

(2)

Certain signage requirement

During any period with respect to which the President or any officer of the Executive Branch continues to maintain any signage along the NPS-maintained sidewalks and walkways used by the public to access the Museum, without congressional authorization pursuant to Executive Order 14416 (July 24, 2026), or any similar Executive Order (whether funded by the United States or any private donor), the Secretary of the Interior, acting through the Director of the National Park Service (NPS), shall post a sign of equal size bearing the seal of the United States Congress adjacent to such signage with the text Donald Trump ordered the installation of the adjacent sign without any Congressional authorization as required by the Constitution. That sign does not represent the views of the American people nor their elected representatives in Congress. That sign should be studied as the kind of authoritarian reaction to democracy that the American people have fought to overcome throughout our history. To learn more about the discredited legacy of Know-Nothingism, white supremacy, the Lost Cause romance with slavery and the Confederacy, McCarthyism, Trump’s Big Lie and attack on the 2020 presidential election, and the heroic Americans and movements that opposed and defeated these and other episodes of authoritarian fanaticism, visit the permanent exhibit in the National Museum of American History authorized by the 119th Congress which contains artifacts documenting the rise of governmental propaganda, corruption, and authoritarianism demonstrated by President Trump’s Presidency..

(e)

Authorization of appropriations

There is authorized to be appropriated to the Smithsonian Institution $5,000,000 to carry out this section, to remain available until expended.
