Utility Accountability Act

AI-Generated Summary

The Utility Accountability Act would impose penalties on investor‑owned electric utilities that do not meet the performance standards set by the states that regulate them. When a utility falls short, it must give residential customers a bill credit that starts at $100 and grows by $100 each year until the utility complies. The cost of those credits must be paid by the utility’s investors, not passed on to customers. The bill also lets the Energy Secretary withhold federal assistance from a state regulator that refuses to enforce the penalties.

Key Provisions

  • State regulators must certify each year whether utilities under their ratemaking authority met state performance standards.
  • If a utility fails, the Secretary orders the state regulator to require the utility to provide annual bill credits to each residential customer, starting at $100 and increasing $100 each subsequent year.
  • The utility must fund these credits from its investors; it cannot shift the cost to customers.
  • If a state regulator does not follow the Secretary’s order, the Secretary may withhold federal grants, loans, loan guarantees, and technical assistance from that state.
