The Small Business and Defense Industrial Base Support Act updates the procurement technical assistance cooperative agreement program in the Department of Defense. It clarifies that the assistance provided can be confidential and raises the maximum funding amounts that can be awarded. The changes also give the Secretary of Defense the ability to waive or modify those funding limits on a case‑by‑case basis, with notice to congressional defense committees.

Key Provisions

  • Changes the program’s purpose language to allow "confidential procurement technical assistance" instead of just "procurement technical assistance".
  • Increases the funding caps: the primary assistance limit rises from $1.5 million to $2 million, a secondary limit from $750,000 to $1 million, and another limit from $1.5 million to $2 million.
  • Adds a new waiver provision letting the Secretary adjust or waive these dollar limits when needed, provided a notice is sent to the congressional defense committees within 30 days.
