The bill updates the Food, Agriculture, Conservation, and Trade Act of 1990 to strengthen support for socially disadvantaged, veteran, and beginning farmers and ranchers. It extends the program’s funding window, adds language to require language‑access services, and creates new reporting requirements that collect demographic data on participants. The changes aim to make USDA programs more accessible and to track how well they serve diverse producers.

Key Provisions

  • Extends the program’s authorized period from 2027‑2031 (previously 2019‑2023).
  • Requires the USDA to provide interpretation and translation services in outreach and technical assistance when needed to improve access for disadvantaged producers.
  • Adjusts priority rules so entities that offer these language services can receive funding for outreach.
  • Mandates a five‑year data collection cycle (starting by March 31 2028) on acres, yields, loan guarantees, grazing permits, and fee waivers, including the race, ethnicity, and gender of participating farmers and ranchers.
  • Requires the Secretary to compile and publish the collected data in reports for the nation, each state, and each county, using National Agricultural Statistics Service systems.
