OFAC Licensure for Investigators Act

Introduced February 21, 2025

AI-Generated Summary

Updated November 24, 2025 at 2:31 AM UTC

The OFAC Licensure for Investigators Act directs the Office of Foreign Assets Control (OFAC) to set up a pilot program that lets private companies obtain licenses to make small, “nominal” financial transactions needed for their own investigations. The program must be created within a year, run for up to five years, and be coordinated with the Financial Crimes Enforcement Network (FinCEN). Participating firms must submit monthly activity reports, and OFAC must report the program’s results to Congress each year, including classified briefings. The bill mainly affects private‑sector firms that conduct investigations involving sanctioned parties and the federal agencies overseeing sanctions enforcement.

Key Provisions

  • OFAC must establish a pilot licensing program for private firms to conduct nominal financial transactions in support of investigations, to be launched within one year of enactment.
  • The program must be coordinated with FinCEN to support its information‑exchange activities.
  • Licensed firms are required to submit detailed monthly reports to OFAC on their licensed activities.
  • OFAC must provide annual public reports to relevant House and Senate committees on the number of license requests, approvals, and the program’s usefulness, and classified briefings with detailed operational data.
  • The pilot program will automatically end five years after it is established, unless extended by further action.
