Restoring Essential Healthcare Act

Introduced July 29, 2025

AI-Generated Summary

Updated November 23, 2025 at 11:08 PM UTC

The Restoring Essential Healthcare Act removes a Medicaid rule that prevented payments to specific providers. By repealing that rule, the bill lets Medicaid reimburse services and items delivered by those providers as if the ban never existed, covering the whole period the ban was active. This change affects Medicaid programs, the providers previously barred, and the patients who receive care from them.

Key Provisions

  • Repeals Section 71113 of Public Law 119‑21, which had barred Medicaid payments to certain entities.
  • Treats any items or services provided under a State Medicaid plan (or waiver) by those previously prohibited entities as if the ban never existed, allowing payment for those services.
  • Applies retroactively to cover the entire time the prohibition was in effect, from the original law’s enactment up to the date this repeal takes effect.
