The Transportation Worker Identification Credential Efficiency Act directs the Transportation Security Administration (TSA) to create new guidelines that make it easier for people to obtain a TWIC card. Within a year, the TSA must issue procedures that help people released from prison, those still incarcerated who want to start their applications, and anyone seeking to appeal a denial. After the guidelines are ready, the TSA must brief the relevant House and Senate committees on how they will be put into practice.

Key Provisions

  • Within one year, the TSA must develop guidelines to improve TWIC access for returning citizens (people released from incarceration).
  • The guidelines must also provide a way for currently incarcerated individuals to pre‑apply or prepare their TWIC applications.
  • Procedures must be established to help people request appeals or waivers if they are initially found ineligible for a TWIC card.
  • Within 180 days after the guidelines are completed, the TSA must brief the House Homeland Security Committee and the Senate Commerce, Science, and Transportation Committee on implementation.
