Honor Our Living Donors Act

Introduced January 22, 2025

AI-Generated Summary

Updated November 24, 2025 at 3:24 AM UTC

The Honor Our Living Donors Act changes the Public Health Service Act so that reimbursement for living organ donors cannot be based on the income of the organ recipient. It also eliminates any language implying that recipients must pay donors. Additionally, the law mandates an annual report on whether grant funding is sufficient to cover all donor expenses, identifying any gaps and the amount needed to close them. The bill affects living organ donors, organ recipients, and the federal agencies that manage donor reimbursement programs.

Key Provisions

  • Prohibits any grant program that reimburses living organ donors from taking the donor’s or recipient’s income into account when deciding how much to reimburse.
  • Removes language that suggests organ recipients are expected to make payments to donors, clarifying that no such expectation exists.
  • Requires the Secretary of Health and Human Services to issue an annual public report to Congress on whether grant funding fully covers qualifying expenses for all living donors, including estimates of any shortfalls and the total funding needed to cover them.
