The Cyber Talent Development and Recruitment Act amends Title 10 of the U.S. Code to expand and improve the Department of Defense’s cyber workforce. It adds new categories of cyber positions, raises pay ceilings for those roles, and tightens reporting on recruitment and retention. The changes affect DoD cyber personnel, the Secretary of Defense, and related defense agencies.

Key Provisions

  • Adds new eligible cyber positions in combatant commands, defense agencies, field activities supporting U.S. Cyber Command, and up to 500 additional hard‑to‑fill, high‑skill roles the Secretary identifies as critical.
  • Allows the Secretary to set basic pay for these cyber employees at rates comparable to similar federal jobs, with a ceiling of up to 150% of the maximum pay for Executive Schedule level I positions.
  • Shortens the required reporting period on cyber workforce data from five years to three years after the law’s enactment.
  • Requires detailed annual reports that list the number, titles, duties, locations, costs, and departmental assignments of each cyber position, plus how the new pay authorities have impacted recruitment and retention in the Cyber Excepted Service.
