SERV Act

Introduced January 28, 2025

AI-Generated Summary

Updated November 24, 2025 at 3:13 AM UTC

The Successful Entrepreneurship for Reservists and Veterans (SERV) Act aims to improve oversight of programs that help veteran and reservist entrepreneurs. It requires the SBA to report on the veterans task force and its outreach efforts, and it directs the GAO to study how small businesses owned by veterans, service‑disabled veterans, reservists, and their spouses obtain credit. The findings are intended to identify gaps and obstacles so that policies can better support these small business owners.

Key Provisions

  • The Small Business Administration must add a new reporting requirement to its annual budget justification, detailing the appointments, activities, and outreach plans of the veterans interagency task force and promoting specific veteran entrepreneurship programs.
  • Within one year, the Government Accountability Office must submit a report to the Senate and House committees on how small businesses owned or controlled by veterans, service‑disabled veterans, reservists, and their spouses access credit.
  • The GAO report must analyze credit sources, default rates, federal lending programs, gaps in credit availability, obstacles faced, the impact of military service on credit history, and awareness of federal credit assistance programs.
  • The bill does not provide any new funding; it only requires the reports.
