The TSP Modernization Act would let participants move money from their Thrift Savings Plan (TSP) accounts to other qualified retirement plans electronically. The electronic transfers would become possible one year after the law takes effect, provided the participant supplies the required information. The bill also requires the TSP’s Executive Director, in consultation with the Treasury, to report to Congress on how the new process is working after that first year.

Key Provisions

  • Allows electronic transfers of TSP account balances to qualified retirement plans at brokerage firms, overriding any existing rules that might prohibit such transfers.
  • Transfers can occur only after the participant provides the necessary information to the Executive Director of the Federal Retirement Thrift Investment Board.
  • The electronic transfer authority becomes effective one year after the law’s enactment.
  • Mandates a report to Congress, prepared by the Executive Director and the Treasury Secretary, on the implementation of the electronic transfer provision, to be submitted one year after enactment.
