The VA Coaching into Care Act directs the Department of Veterans Affairs to create a three‑year pilot program that offers a toll‑free mental‑health hotline for veterans’ friends, family members and household residents. The hotline, staffed by VA psychologists and social workers, will provide guidance on discussing mental health with veterans and make referrals to appropriate services. The VA must also conduct outreach to veterans service organizations and promote the hotline through printed materials and its website, and later report on the program’s use and effectiveness.

Key Provisions

  • The VA Secretary must set up a pilot, toll‑free mental‑health hotline within one year, staffed by VA‑employed psychologists and social workers.
  • The hotline will give eligible friends, family members and co‑habitants advice on talking about mental health with a veteran and will refer callers to VA or outside services.
  • Within 60 days of launch, the VA must inform veterans service organizations and other groups that serve veterans and caregivers about the hotline; within 90 days it must place flyers, brochures and posters in Vet Centers and medical facilities and promote the service on its website.
  • The program will run for three years, after which the Secretary must submit a report to the Senate and House Veterans’ Affairs Committees detailing call volume, response times, referrals made, outreach actions, and recommendations on whether to continue or expand the service.
