Reversionary Interest Conveyance Act

Introduced February 4, 2025

AI-Generated Summary

Updated July 25, 2026 at 4:43 AM UTC

The Reversionary Interest Conveyance Act lets the federal government sell its reversionary interest in about 8.43 acres of land in Sacramento, California, to the current record owner of the parcels. The Secretary of the Interior, through the BLM, must offer the interest within two years of a buyer’s request and sell it for fair market value. Proceeds from the sale go to a federal land‑disposal fund, and the bill protects existing railroad right‑of‑way and does not validate any adverse‑possession claims.

Key Provisions

  • Defines the “covered land” (≈8.43 acres under BLM jurisdiction) and who qualifies as a “buyer” (the record owner of any parcel within that land).
  • Requires the Secretary to offer the reversionary interest to the buyer within two years of a request and to convey it once the buyer pays the appraised fair market value.
  • Mandates that the sale price be at least fair market value, determined under the Federal Land Policy and Management Act using standard federal appraisal practices.
  • Places all additional costs (surveys, appraisals, administrative fees) on the buyer.
  • Directs that proceeds from the sale be deposited into the Federal Land Disposal Account and used according to that act.
  • Preserves a minimum 50‑foot railroad right‑of‑way on each side of the main track and does not recognize any adverse‑possession, prescription, or abandonment claims not already conveyed by the railroad.
