The Housing Voucher Funding Reallocation Act changes the 1937 Housing Act so that unused voucher money is not left idle. It requires the HUD secretary to collect any unspent tenant‑based assistance funds from public housing agencies each year and reassign those funds to agencies that have fully used their allocations. This aims to direct more voucher resources to agencies that need them, affecting public housing agencies and the low‑income households they serve.

Key Provisions

  • At the end of each fiscal year, HUD must take back any tenant‑based voucher money that a public housing agency (PHA) received but did not spend (excluding administrative fees).
  • The reclaimed money must then be given to other PHAs that used all of their voucher funding during that year.
