This House resolution sets the procedural rules for the House to consider two joint resolutions and two bills. It removes normal points‑of‑order objections, treats each measure as read, limits debate to one hour split evenly between the relevant committee chairs and ranking minority members, and restricts further motions to only a commit or recommit. The affected measures are S.J. Res. 18, S.J. Res. 28, H.R. 1526, and H.R. 22.

Key Provisions

  • Waives all points of order and allows the House to consider S.J. Res. 18 (overdraft‑lending rule) and S.J. Res. 28 (digital‑payment‑app rule) as read, with a single hour of debate split evenly between the chair and the ranking minority member of the Financial Services Committee, and permits only a motion to commit.
  • Waives all points of order and allows the House to consider H.R. 1526 (amending Title 28 to limit district‑court injunctive relief) as read, with a single hour of debate split evenly between the chair and the ranking minority member of the Judiciary Committee, and permits only a motion to recommit.
  • Waives all points of order and allows the House to consider H.R. 22 (amending the National Voter Registration Act to require proof of citizenship) as read, with a single hour of debate split evenly between the chair and the ranking minority member of the House Administration Committee, and permits only a motion to recommit.
