Mr. Speaker, I move to suspend the rules and pass the bill (H.R. 5210) to make technical amendments to update statutory references to certain provisions classified to title 2, United States Code, title 50, United States Code, and title 52, United States Code, and to correct related technical errors.

Mr. Speaker, I ask unanimous consent that all Members may have 5 legislative days in which to revise and extend their remarks and include extraneous material on H.R. 5210.

Mr. Speaker, H.R. 5210 makes technical corrections and updates to the United States Code. The bill was prepared for the Judiciary Committee by the Office of the Law Revision Counsel, a nonpartisan office of the House of Representatives charged with maintaining the official United States Code.

H.R. 5210 makes technical amendments to update statutory references to certain provisions classified to title 2, chapters 44 through 47; of title 50; and of title 52 of the code.

These provisions were moved to their present locations in the code in order to improve the organization and readability of the code. Moving these provisions did not change the substantive meaning of any of them. They were simply moved from one place in the code to another. When updating statutory references to these provisions, some technical errors were also identified, which this bill corrects, as well.

This bill does not change the meaning of these provisions nor the provisions that reference them. It simply updates references to these provisions to ensure that they are correct. Adopting this bill today will help ensure that the code is up to date, accurate, and accessible.

Mr. Stanton submitted the following resolution; which was referred to the Committee on Rules

RESOLUTION

Providing for consideration of the joint resolution (H. J. Res. 73) relating to a national emergency by the President on February 1, 2025.

That immediately upon adoption of this resolution, the House shall proceed to the consideration in the House of the joint resolution (H. J. Res. 73) relating to a national emergency by the President on February 1, 2025. All points of order against consideration of the joint resolution are waived. The joint resolution shall be considered as read. All points of order against provisions in the joint resolution are waived. The previous question shall be considered as ordered on the joint resolution and on any amendment thereto to final passage without intervening motion except: (1) one hour of debate equally divided and controlled by the chair and ranking minority member of the Committee on Foreign Affairs or their respective designees; and (2) one motion to recommit.

Clause 1(c) of rule XIX and clause 8 of rule XX shall not apply to the consideration of H. J. Res. 73.

The Clerk shall transmit to the Senate a message that the House has passed H. J. Res. 73 no later than one week after passage.
