The District of Columbia Local Funds Act, 2025, authorizes the use of the District’s General Fund to finance its FY 2025 budget‑approved programs. It caps the operating‑expense appropriation at the budget estimate or the District’s total revenue, with limited, locally‑approved emergency increases, and sets duties for the Chief Financial Officer to manage the funds while respecting reserve and capital‑project financing rules.

Key Provisions

  • Approves D.C. local funds for FY 2025 from the District’s General Fund for the programs listed in the FY 2025 Local Budget Act of 2024.
  • Limits the total operating‑expense appropriation to either the budget’s estimated amount or the District’s total revenue for FY 2025, whichever is lower.
  • Allows the amount to be increased only by one‑time emergency or unexpected needs, but such increases must be approved by local D.C. law and follow the Home Rule Act’s reserve rules.
  • Requires the District’s Chief Financial Officer to allocate the funds throughout the year and to ensure the reserve requirements are met, while prohibiting the use of bond or other capital‑project proceeds for operating expenses.
